Temp Int Folder / Cookies

Default Temp Int Folder / Cookies

I notice in my Windows folder / a 'Temp' folder and
a 'Temporary Internet Folder.' The 'Temp' folder has quite
a few folders within it; and those folders have
information (right screen) in them (such as: CDminst;
PgCache; Temp Folder.aaa; Temp Folder.aab; Vbe; Word8.0;
etc.)
#1- Can ALL those Folders within "Temp" be deleted?
#2- I notice that the ''Temporary Internet Folder has (it
seems) duplicates of what's in my Cookies folder. Can ALL
the files (in right screen of 'Temp Internet Folder') be
deleted? Or will it cause some harm to computer?
#3- Can all the files in Windows/Cookies be deleted? Can
all Cookies be deleted?
Can everything that is in "Temp" and "Temporary Internet
Folder," and "Cookies" - all in our Win98se notebook AND
in our WinXP notebook, be deleted? (We have been using
Win98se notebook for many years and WinXP notebook for
only few months.)
We are trying to prevent adware, etc....

#1 Yes, all files/folders in TEMP can be deleted but it is best to do
it immediately after a boot in case a file is there to be used.
You may have one or more in the current session being used that you
cannot delete. (Zone Alarm etc.)

#2 Yes, but this can be done from Internet Explorer.
The usual way to clear your cache.
IE-Tools-Internet Options-Delete Files (in the TIF section)

The "duplicates" you see are not really there.

Cookies are in the Cookies folder, not TIF, though you can see them
mirrored there.

#3 Some Cookies may need to be kept for sites you return to. If
deleted, you may have to enter information again.
