Default cant' create a new folder

I came to this site looking to solve a problem. In search, I typed in "can't
create a new folder." To my surprise, I found others with the same situation.
A response from Allen Edwards led to this site:
http://aumha.org/regfiles.php#new with a patch to fix the problem. I
downloaded the file but I don't know how to run it. I'm not sure if it's
supposed to work on Windows ME. Any suggestions? Thanks!

Extract the REG file from the patch to your desktop, right click on it and
select Merge. This then restores the missing entries in the registry -
the absence of which are causing you not to be able to create a New
Folder.

Note though that the patch you have downloaded will only fix the New
folder problem and not the lack of Thumbnail view and sharing options that
are also removed if the your problem was caused by installing updated
nVidia graphics drivers. If you have problems with for example the lack
of thumbnail view, post back and someone will tell you what you need to
do.

Assuming that you've eliminated the nVidia driver issue, then just
"double-click" or "Run" the 'new.reg' file contained in the downloaded .zip
file.

How do you extract the REG file?

By opening the zip file - it might be called a compressed folder depending
on what you use to open zip files. If you haven't got a program like
WinZip and also don't have compressed folders installed you can do so as
follows. Control Panel | Add/Remove Programs | Windows Setup, select
System Tools in the list, click Details and then put a check mark against
Compressed Folders, OK and Apply out.

By absence of thumbnails I meant the loss of the option to select
thumbnail view in Windows Explorer | View.

I haven't eliminated the nVidia driver issue. I did install a new downloaded
driver from nVidia. If I double click on the .zip file, I get a "Open
With"menu. If I Use Start, Run, I get "Open" which takes me to Restore
somewhere in the windows directory. I'm Lost.

Make up a file from the lines below. Copy into a file called fix.reg
which should be created in Notepad. Do not retype, copy in case of
errors. The 1st line in the file is the line REGEDIT4
Make sure your mail or news reader does not add any spaces to the end
of a line.
The last line must be blank.
Double-click the file fix.reg to merge it with the registry
