Generally, DNS should be enabled on the ISP connection not on the protocol.

I don't see how that applies to this. I assume you mean the properties of the DUN
connectoid for the ISP, where primary and secondary DNS server addresses can be entered under the TCP/IP properties for the connectoid. However, you would only add those if your ISP specified that you must, to connect. Many if not most have you select "Server assigned name server addresses".
