If windows is open, the partition it resides in has open system files
sourced from the hard drive at boot time. Generally speaking, these reside
in memory until windows finishes shutdown.

Thanks Dave,

The drives are USB-connected and I want to know if I can safely remove
them (they're probably not the boot drive). If there are open files,
it'll be unsafe.

Any ideas ?

In the system tray, RH lower-side of the desktop, there should be an icon
with a green arrow and box underneath the arrow. This is what you use to
safely remove the connected device on USB or Firewire. Right click and
select it with left click as the 2nd part of selecting it. the rest is
intuitive to the most users. This is definitely not a boot drive in 98SE.
Booting can't be done normally speaking from these types of drives.
Any open programs sourced from an external drive should be closed first as
well. Only you know if you installed any programs on an external drive.
