Default Can't setup

I had an old computer with Win95 and I tried installing Win98 over it but it
was looking for an upgrade version. (The Win98SE I have is the complete
version.) So I tried formating the hard drive but it gave some msg saying I
need to format it from drvspace since I had partially compressed drive C. I
put my Win98 startup disk in and rebooted to A: prompt. Then I ran FDISK and
deleted all partitions and created one primary partition with Fat32 and I
was able to format c: /u /c /s.
Then I put the Win98 CD in and typed "setup" at the A: prompt. It ran
scandisk and went thru the motions but gave the message "Setup has detected
a corrupt setup (.CAB) file and cannot continue." and brought me back to the
E: prompt (The drive that has the CD). There's nothing wrong with my CD. I
tried reinstalling Win95 and it gave a similar msg: "Setup could not
decompress this setup (.CAB) file and cannot continue."
So now I have neither Win98 or Win95. Please help.

Thanks, #3 helped, I was able to setup using MS-DOS instead of the Startup
disk. That's how I setup years ago. And I had the CD driver that came with
the computer. I thought MS-DOS was extinct. Luckily I still had those disks.
Why can't I setup using the Win98 startup? What is the purpose of that disk?
And if I want to setup WinXP, do I still need to setup from MS-DOS?

Nah, MS-DOS is far from extinct. You should hear cquirke on the topic about
a new maintenance system for Windows that would be the successor to MS-DOS.
True MS-DOS is used in 9x systems (aka 95, 98, 98SE and even ME) while NT (NT
4.0, 2000, XP) all use a command.com prompt that is like MS-DOS but is not
actually true MS-DOS. I will let others explain it better.
