You memory serves you well George. However, although that is the correct
(default) location of its *shortcut*, the shortcut *may* be missing or have
been deleted for some reason. (And not for the first time IIRC on these
pages!)

If that turns out to be the case, the application itself is located as
c:\windows\defrag.exe, from where it can be run directly or a new shortcut
can be made.
