Network properties NIC Adapter properties Advanced tab. You may want to look
at the link speed also and make sure it's not set for or trying to use the
Auto-negotiate 1000 Mbps. Also if it's set to Autodetect you may want to set it for
100Mbps/Full Duplex to keep it from any attempt at the higher speed.

I've had startup problems with Win-98 and one particular brand of
gigabit NIC's (offhand don't remember the brand).
Problem was that I had set the NIC to 8k jumbo frame size - Win98
didn't like that. When changed to 4k, it booted and worked fine.
