Rick, what sort of program have you used to enable the taskbar as transparent?

Also, do you find when your computer loads that these setting occur after
everything has loaded.

For example, the icon program Ive used to enable transparency for the
background to display, only loads after everything else has been enabled.

Essentially, getting this flash of the old icons and their background and
then disappears as windows finishes loading.
