Default Invalid Sustem Disk

Use the machine you are posting with to make a new floppy boot disk using
the Fat32ebd.exe file located on the W98 CD: tools/mtsutil/fat32ebd. In
the BIOS, make sure the floppy drive is listed as the first boot device.

I installed a formatted Hard Drive in my computer and attempted to boot up
with a floppy. In fact, I attempted to boot up with 3 different floppies
which I had downloaded from the internet. In each case I received the
error message, "Invalid System Disk. " I tried changing the order of boot
up in the BIOS, but that did help.
Any suggestions would be appreciated.
