Default WINDOWS\RECENT

They are mru files (most recently used) which can be accessed via Start
Documents. Yes they can be deleted.

It's Hidden. To see it, open Windows Explorer, go to the Tools menu, then
Folder Options (or to the View menu, Folder Options), click on the View

tab
and for Hidden Files choose "Show All Files." While you're there, uncheck
the item that says "Hide file extensions for known file types". Click OK.
