Default Windows ME Help Center Error

As I said that's not entirely surprising if you have no check points.

If I attempt to create a
restore point I receive the msg "System Restore is not able to create
a restore point."

Was that all? Nothing about needing to reboot first? Since resetting SR
hasn't helped, you might want to try the following which repairs certain
damage to the registry which can be one of the reasons for being unable to
create a checkpoint:

Run
SCANREG /FIX
from a command prompt such as Start | Run. Note that the system will
re-boot so don't have any applications open when doing this.

2. I haven't used Restore for at least a year.

So not much point in trying to establish what changes have been made to
the system since then. :-(

3. Disable and rebooted - reset and rebooted - no change.

There goes the simple fix!

4. Restore Folder on "C" is 960KB - I could not find the size of
Archive & TEMP subfolders.

I did explain how to do this using Windows Explorer. I have copied what
you need to do below. Knowing the sizes would be helpful.

To fully see this folder in
Windows Explorer you will have to enable the viewing of all hidden
files and folders. Do this in Windows Explorer as follows: Tools |
Folder Options | View and check "Show hidden files and folders" and
UNcheck "Hide protected system files".

Best of luck,
