Default Daylight Savings Patch

I guess I thought when I ran the program it made all the changes. I didn't
understand I had to set the time manually.

I used TZ_UP_9X on two computers, Win98SE and Win98FE. I ran it
yesterday
on both.
Also tried again to day after setting the time correctly but nothing
changed.
