Eurgh!
Right - let's work under the worst-case scenario that your dear daughter (is
she still living?g) managed to infect your PC with a number of nasties.
First thing is to see whether we can get Windows back up and running - can
you boot to Safe Mode???
Download F-Prot for DOS diskmakers from
www.f-prot.com make the boot disks,
and boot the system from them - run a scan and see what's reported.

scanreg/fix did not help, does anyone have any other
suggestions?

I reinstalled ME over itself due to the fact that my
daughter had messed with my computer and deleted several
windows files and when i tried to use system restore it
said that system could not be restored so therefore i
reinstalled to try to get back what was missing, which
worked but as stated, the start button no longer works,
yes i had IE6 and WMP9 previously installed but didnt
think id have to reinstall those updates also when i
checked the windows update site, it said i have all
updates already...anyway, thanks for the suggestion to
use
my start up disk to try to fix my registry, i'll give
that
a try next.....any other help would be appreciated.
any emails of detailed help would be also greatly
apreciated.

My first question has to be - WHY did you reinstall ME
over itself?
Did you have IE6 installed previously?
Did you have WMP9 installed previously?
Try this - boot to DOS using your Startup disk.
at the A:\ prompt type
SCANREG /FIX
and hit the Enter key - then remove the floppy when the
box reboots.
See if that helps
