My apologies, I sent the previous message before I had finished.

After selecting French (Belgian) or whatever in the drop down box you need
also to:
a) Add the required keyboard language in the Keyboard Layout box - I

suspect
that this should be be
b) Remove the C:\Windows\Command\ from before keyboard.sys in the Keyboard
Data File Name box.
