As Mike said, the problem isn't WindowsMe - I have used it in public
locations with wireless and it scans for networks just fine, but that's
because the software that came with my wireless adapter allows it. I'd
suspect the fault is in your wireless software package.

Your wireless network adapter should have come with instructions telling
you how to do all this. We can't tell you since the exact sequence of
steps and the tools you'd use will be different depending on which
wireless adapter you have.
