Going thru the file list I saw the reference to the Winnt folder
which caused me to wonder if a dual boot was getting in the way and
contributing to the problem. That's all.

No, I am NOT dual booting, the files that are accessed are from critical
updates and upgrades from Microsoft..eg, are supposedly the files that are
to be there... though I also run .net 1.1 (with it's update), a couple of
RSS feed builders, and other web related progs.
I have gone through their setup files to see if they might have caused this
problem.
Regretfully that is not the case. Moreover, these would NOT cause having to
re-register the files (manually) every so often to get the new, links, and
other to work. I had also included the actproxy info which also showed
errors as well. So....
