Your problem has to be local to your PC and I feel is probably hiding
somewhere in your registry in the
HKCU\Identities\{ big ugly number }\Software\Microsoft\Outlook Express\5.0
key, most likely somewhere in the Rules\News sub-key.

the last time i posted here, all was fine, this time, its all kaput.
i am not a 'registry' person and wouldnt even know what to look for.

oh,, one thing tho'.. why do you feel my problem has anything to do o/e 5? as mentioned above
