Default Dat files change date and time

On Wed, 4 Aug 2004 15:40:59 -0700, "Lori"
put finger to keyboard and
composed:

Multiple dat files (ie:system.dat & user.dat)change during
the operation of any application. It has been my
experience that these dat files will change date and time
when the computer is booted, but not during use. Could
someone tell me if this is normal, or is something else
going on here? No viruses or spyware...

The time stamp for user.dat is immediately updated when I open a
document file. System.dat is unaffected.

If I use regedit.exe to edit the registry, then the time stamp for
system.dat is updated, but user.dat is unaffected.
