Default 98SE won't start up-ptvcd.vxd message

When I press a key it continues to start up and displays my desktop
wallpaper but no icons or toolbar to click onto to proceed further. I
ctrl,alt,del to shut down.
When I F8 to go into Safe Mode, again I get the desktop wallpaper but no
icons, menu or toolbar to click onto to proceed further. I've tried
putting
the Windows disc in but to no avail. Because there is nothing to click
onto
I can't get any further, in trying to correct the problem and I don't know
which file I've deleted in order to reinstall it. Are you able to help
please?
