checked my drives in Fdisk and the master Drive 1 has Partition -1 Status -A
Type -PRI DOS System -FAT32 and Usage 100%. The slave Drive 2 has
Partition -1 Status -A Type -Non-DOS System -blank and Usage 100%.

Boot into Win Me and open a DOS window and run FDISK - alternatively boot
to DOS using a Win Me boot floppy and enter FDISK at the DOS prompt. When
prompted click Y for large disk support. Can FDISK see two drives (if yes
there is an option to change drive)? For each drive what does "Display
Partition Information" tell you. If FDISK sees your second drive how does
it say it is partitioned and what filing system does it say is in use on
each of those partitions?
I haven't blocked access to drive letters beyond C using a tool such
as TweakUI.

I can see both drives in the device manager.
Windows ME was the previous operating system.
