It's a "context" menu. It provides commands that are appropriate to the
"context" in which the item you're clicking is found, usually a sub-set
of commands you can also find in the menu of the window in which you are
operating. While it's an innate Windows function, what is shown there
can be edited for each filetype. However, I'm not sure there's any
overall switch that turns them off completely, nor am I certain that
*all* context menu items can be turned off.

May I ask why you want them turned off? Might be easier to disable the
right (or left) mouse button.
