Setting a partition "active", assuming the accepted use of the term, does
only one thing. That is to make the partition the bootable partition. It will
not make a partition on your USB removable drive visible, or if clearing
the bit, "deactivate" the drive..
Is the BIOS is trying to boot your flash drive?

Just like a partition, a thumb drive could be active or not. I have a DOS
utility that could set a partition active or the reverse but the utility does
not "see" USB drives.
