Default Service Pack 4 causes NTDLL.DLL can't find file error

Service Pack 4 and your ntdll.dll error suggests to me that you are trying
to install Service Pack 4 for Windows 2000. What operating system are you
running? This newsgroup is for those running Windows Millennium or Win Me
which is a very different operating system from Windows 2000. Win Me was
the last of the Win 9x series of operating systems whereas Windows 2000 is
an NT based operating system and followed NT4 and was then succeeded, as
was Win Me, by XP and then Vista.

To summarise Service Pack 4 for Win2K cannot be installed on Win Me.

I am reinstalling Windows on my brothers computer.
Since updates are not provided anymore I found Service pack 4 which
should install all upgrades.
The program will not run because it says a required file NTDLL.DLL
can not be found. I included its location WINDOWS/SYSTEM in
autoexec.bat path but that did not help.

I have seen all kinds of simular complaints, but no solutions, how
does one get this program to run?

DID ANYONE EVER GET IT TO RUN?
