You've lost me!

You say that you "have clipboard viewer on desktop and I can view the
charts there" What charts?

The 'clipboard' is intended as a "Temporary Store", used for the 'Copy' and
'Paste' commands. As an 'extra', MS included a Clipboard Viewer to allow you
Save clips for later use - but only for 'Pasting' clips into other files.

I don't understand why you are expecting to use it for .bmp and .jpg files
(as the subject of this thread) It is ONLY intended for .clp files

Note the final sentence:-
"To run Clipboard Viewer after you install it, click Start, point to
Programs, point to Accessories, point to System Tools, and then click
Clipboard Viewer. You can use Clipboard Viewer to view the contents of the

IIRC - Go to Add/Remove programs System Setup tab,

Accessories, select and
install Clipboard Viewer (to the System Tools folder).

Clip files (.clp)
will become associated and you should be able to Open

them - and Save them
*And Paste them* from there.
