If this was a bios/pnp recognition problem, why does the win98OS
recognize and try to install the drivers on bootup? I don't see why
changing this setting in bios is going to have any effect since the
os is detecting the modem card and proceeding to try to install the
driver files? If you think otherwise, please let me know why.

Go into the BIOS setup and see if it is set for "Non PNP OS".
If so, change it. Be sure to save the change. You may need to
remove and reinstall the modem driver.
