Default Win 98SE Machine will not start windows

I think you should reduce the system to the bare minimum and try
booting from a floppy. Take out everything except the memory, floppy
drive and video card and see what happens.

Does the system use an AT style power supply?? If so be sure you have
the two motherboard connectors positioned correctly!!! The BLACK wires
on each motherboard connector should be towards the middle of the
motherboard's connector.
