It's not installed as part of any installation.

The Windows 98 CD
To Install It

Click Start
Click Control Panel

Click On Add/Remove
Programs Properties

Click On System Tools
Click On Details

checkmark Backup

Click OK
Click Apply

After Installing

ERU/ERD has nothing to do with MSBACKUP. It CANNOT be installed through
add/remove.
