Default How to "turn up" my Maxtor HDD transfer rate

No, it's IDE and the free space on the system drive is 697MB which is not
this drive . The system drive does not have this problem, transfer rate for
this drive 15.3MB/sec and for system drive 30.3MB/sec.
I have Windows 98SE and 128MB of RAM.
Any Ideas present themselves?
