Default Restore/Norton Error

If scanreg /fix doesn't help then - as a last resort - you *may* get away
with a scanreg /restore. It *might* just pull you out of the mire - at least
sufficiently to let you get the keyboard back.

Failing that - and maybe not quite so drastic as a format - you could try a
re-install.
