Default Windows 98 SE: Windows Explorer asks for Internet connection

Hello PCR again:

So far, success & thank you -- it appears that your suggestion (2) worked
upon cold reboot under Classic style; I then proceeded with my preferred
viewing of Windows Explorer by clicking View and selecting "as Web Page",
then clicking View again, Folder Options..., View tab, and under "Folder
views" clicking "Like Current Folder" and performed another cold reboot. The
problem seems to have gone away for now, but I'll keep all of your
suggestions locally in a txt file I can access should this problem resurface.
[Another ommission probably on my part was that I had WE originally set up
this way -- sounds like I may have to go through this exercise if/when the
Working Offline issue comes up again.] In each case of testing the progress,
it should be noted that the computer was NOT connected to the Internet via
dialup, so perhaps this has resolved the matter for now.

Your fast advice has saved me a lot of hassle in my day-to-day work on my
(old) machine; I'm very grateful for your assistance.
