The issue your discussing is known and is/has been discussed several times
over on news:microsoft.public.win98.gen_discussion .. Apparently, recent
coding changes on Microsoft's servers has effected users of Windows 98
Update site. Various attempted workarounds have been tried.
As far as I can tell, no one has found a completely successful work around
to the issue, though repeated contacts and shutdowns may allow one to
eventually get through.
It appears that it shows up after installing IE 6.
