Wasn't aware it was a non-sequitur as my premise was sfc checks for missing
files (I sometimes don't read the fine print). Now that you have enlightened
me, I ran sfc again for "changed and deleted files" and it did not find any.
My question still remains--I think there may be missing files (or deleted
files that sfc did not identify). How do I restore them? And please, enough
with the semantics. I think I've made myself clear.

Here's the link that fixed my problem:

I extracted 2 files in sfc mode. Funny thing is I had already run sfc

and
there were no missing files.

That's a non-sequitur.

SFC does not automatically check for missing files.
As it states up front, it scans for "altered files"
and can be configured to check for changed and deleted files.

But the Vgafull.3gr file was missing when I did
a search. After I extracted it to Windows/System I was able to restart

in MS
Dos mode. Now my question is this: If sfc doesn't work and I suspect

there
are other missing files, how can I restore them and/or fix sfc??

Start SFC. Click on the Settings button.
The 2 options I mentioned are at the bottom of the configuration panel.
