Default Initialized display message then no boot

Can you boot in safe mode? If so, I'd go to control panel, system, device
manager and delete the display adapter. Reboot and see if Windows will
boot? If so, load the proper display driver.

im trying to revive a dell optiplex gs+ running win 98 and after laborious
booting it finally comes up with the black/white msg "windows has
succesfully
initialized this display adapter - go into control panel select settings
and
finish configuring or some other verbage to that effect" then it just sits
there with the cursor on the bottom and will not go any further. Is this
a
display issue or a corrupt OS issue??
Any help would be appreciated.
