By USB adapter, you mean like the 5-port USB 2.0 PCI Card Terhune wrote

USB 2.0 devices need USB 2.0 unless specifically noted... the driver would
have to supply support for USB 1{.1}.
USB 2.0 adapters are relatively cheap, however, they need 98SE to function
properly.
