Sometimes you can boot all the way to Normal Mode with no problem? Other times it won't get there, but you get an error message that fdce.vxd is missing & an auto-reboot to Safe Mode? Is that it? What Registry key do you delete it from? And it comes back?
Sounds like it is a driver file. Can it be you have set up User & Hardware Profiles? Can it be happening only when you boot to a certain User?
Maybe look in "Control Panel, System, Device Manager tab" for a red/yellow ?/!, & report back.
