Default Windows ME not assigning a letter to a removable USB disk

Try this
Power down
Physically unplug all USB Devices
Reboot to Safe Mode
Open Device Manager
Remove ALL USB Devices and Controllers
Remove ALL error-flagged devices
Reboot to Normal Mode
Plug in USB devices one at a time, and get each recognised before proceeding
to the next

See if that cures it
