No Win 9x operating systems were designed to be secure including Win Me
with the different password protected profiles being limited to allowing
the user to personalise the eye candy on their system such as the desktop
image and the like. If you want a secure system either place the PC in a
location where others cannot easily get at it or install a more security
conscious operating system such as XP.

So what to do with what you have? Does the bios perhaps include password
protection? Many do in which case enable it and this will help prevent
unwanted use of the PC. I thought that Doug Knox (Microsoft MVP) had a
utility on his site that hacked the registry to do much of what you want
but it seems I am mistaken. Hopefully someone else reading your message,
possibly Mart, remembers the link and will post it for you.

Using an Emachine running ME, when I boot up I thought I was password
protected. But I just noticed that the "type in a password and
username to log on" has a "cancel" button on it which allows anyone
to bypass my password. How do I get this pc to the point that anyone
wanting to boot it up has to enter a password and does not have the
option to "cancel"? All help appreciated.
