To Galen: Thank you for your reply and first class advice, I located
KB194177 and pasted the instruction for IE repair into the RUN box. I
then followed the prompts for IE repair and the program now seems to be
working.

To Galen: Thanks for your reply. I tried the sequence Run
regsvr32 urlmon.dll etc as you suggested, it ran and told me that it
had operated successfully. I was then able to use IE without that
annoying message, however, after I had shut-down and later re-booted
the computer I received the same error message unless I ran the
sequence again. I shall try the longer sequence later. I
also looked-up the KB document and did some investigations but our
computer does not have a Tool for IE repair.

Well, let's see what we can do about you having to do it over and over
again. That's just not right now is it? Are you 100% certain that if you
try
to uninstall IE it won't offer you the repair? You do have the latest
version of IE installed I hope. If not you can try going to the update
site.
If you do than this site here might be of interest:

It's a bit of a read but it should cover everything that you might need to
know about reinstalling/repairing Internet Explorer. HOPEFULLY it works
this
time. If it doesn't than we'll have to look into malware running on your
system that could be causing error which is unlikely but possible.
