You don't. IE5.5 is an integral part of the operating system.

Why are you trying to remove IE5.5? What problems are you experiencing?
There are ways that Internet Explorer can be ripped from the system but
this breaks functionality in many areas and should only be followed if the
user intends immediately reinstalling IE. The only good reason for
removing IE and then reinstalling afresh is where a user has reinstalled
Win Me over a system that was already running IE6 and is hitting problems
when using Internet Explorer due to mixed file versions.
