Of course there is.

I use the time synchronization
in Fix-It Utilities about four times a year (because neither
the PC clock nor my wris****ch is accurate to 20 seconds
after a few months' use.) So I shall just synchronize
March 11th as I would probably need to do anyway . . .


And again on the first Sunday in April,
the last Sunday of October,
and the first Sunday in November.....

Maybe now you understand the duality of purpose
of the time zone update.....
