What is the version number of the Themes.exe file on your system (it
should be in
the "\Program Files\Plus!" folder)?
Also, in Control Panel, does Themes (or is it Desktop Themes?) start
without error?

It does sound like some program has messed up, or is incompatible with,
the Photo
Editor jpeg filter. I am guessing an in compatibility with something
on
the system,
as you say an uninstall and reinstall of Photo Editor had no effect.
