That data is stored in the registry as encoded information, you can try
to save System.dat and user.dat which are the registry files and
attempt to reapply them in DOS mode, but changes done since the last
save for the rest of the machine means you might have some programs
installed anymore.

A better solution was recently discussed just a few post back. If you
can't see it here is the link that provides a fix issued for NT4 but
works well for 98 too.

The utility I used - I think all the way back to '9x - was EZDesk, by
Melissa Nguyen - abandonware (so you can't pay for it), but still works,
and still downloadable from various places (watch you don't get PUPs
with it: the /zip should be about 84KB) - certainly in XP, and I think
in '98 (it's certainly old enough).

More recent ones include iconoid and DesktopOK, but I'm not sure those
work in '9x.
