If so, there are no USB drivers loaded in safe mode.

You can get it to work in safe mode by enabling Legacy Mouse Support (or some
similar item) in BIOS. This will cause BIOS to enable it's driver, catch mouse
operations, and emulate a PS/2 mouse for the sake of Windows in safe mode.

Alternatively, you can get a USB to PS/2 mouse adapter and actually plug your
USB mouse into the PS/2 port (if your computer has one).
