I tried doing what you said and nothing happened. The
drives still aren't present in the my computer and I can't
access anything through the cd drives. When I rebooted in
safe mode, there weren't any flagged devices. But in
normal mode, I have my "Secondary IDE Controller (dual
fife)" flagged. I'm not sure exactly what this does but
when I try to find the best drivers for it, all I can get
is the one that is already installed. I don't want to mess
anything up on my computer so any help would be greatly
appreciated. Thanks.

Try this
Reboot to Safe Mode
Open Device Manager
Remove ALL CD-ROM devices
Remove ALL error-flagged devices
Remove ALL entries in the 'Other Devices' branch - if
present
Reboot to Normal Mode - Windows will reinstall required
drivers.
