Default set up problem with cd/dvd drive

it isn't so much as the commands not working. I'm using the win98se
startup boot disk. as I said below, its not seeing the cd/dvd drive
which was supposed to be on E:.

i have a plextor Px716A cd/dvd drive. I'm having problems with the initial
setup install for win98se.

the installation of win98se was supposed to be installed to a scsi hard
drive (C, however, computer isn't seeing the Plextor drive as E:. so, I
can't get the install going. it worked fine under OS/2.

the generic drivers should have worked, but it didn't.

the scsi controller card is Tekram DC390U3W

any ideas on how to fix this?
