The message isn't dissing your version of DirectX.
It is dissing your video card or on-board video chip.
Maybe also your memory and CPU and OS combination.

You will need to upgrade to a DirectX 9.0c-compatible
video card to run that game.

Check ALL of the system requirements before you buy one.

You may also need a faster CPU, more memory, a bigger hard drive etc.

OR a new computer.
