Hmm...

Please confirm that you are trying to run scandisk from your WinMe "Startup
(floppy) Disk", i.e. in Real Mode DOS. and you've NOT chosen option 4)
Minimal Boot. (Use option 2 or 3)

Might also be worth trying the 'unconditional format' switch :-
format c: /u

If that proves successful, be sure to perform a thorough scan (surface
scan).

Still sounds like a failing HDD though. Good luck.
