Video Problems –
Problem 1:
I have been having some OE:0028 type error problems. The error problems are
not the reason for this post. Now, when I try to restart my PC after an
error message, there are times when a screen of blue dots appears. After
rebooting or restarting again, I can get back to a normal screen. I mention
this because it applies to my Problem 2.

Problem 2:
Now, when I view some (not all) pages on my PC they appear as if they have
not been fully loaded. Words in some documents are out of focus and the
images appear splotchy. In some images I think I can see the blue dots in
the background. In other images I do see another image in the background.

This problem has just occurred after I tried to go through some PC fixes to
try and fix my error problems. I use Windows Me.

Is there a fix for my video problem?
