The computer gets a "LinkLocal" (169.254.0.0/16) IP address when it can't
get an IP address from a DHCP server. If this is happening when the computer
is connected directly to the modem, then either the computer is
misconfigured, or the modem isn't able to negotiate a connection with the
service.
