Newer power supplies automatically shut the power off when the system is
closed--older power supplies do not. If your PC is not hanging at the
shutdown screen and scandisk does not run at the next boot, then your power
supply is probably an old type. If scandisk runs at every boot because of a
bad shutdown, then:

MVP Jim Eshelman has general troubleshooting procedures for W95/98/98SE
shutdown problems at http://www.aumha.org/a/shutdown.htm and procedures for
W98SE in particular at http://www.aumha.org/a/shtdwnse.htm

The patch Philo recommends is the very last thing you should try.

After installing WIN98 on this really slow Pentium (r)
computer, I notice it doesn't automatically shut down
when selected to do so. The screen just shows the
Microsoft Windows98 logo, and at the botom, it
reads: "Windows is shutting down." But it never does.
I have to push the power button to turn it off. My other
computer running 98 shuts down automatically after
telling it to. Are there some settings somewhere that I
need to change?
